Goa Human Rights Commission has held that recovering alleged excess payments from a retired Group ‘C’ employee is impermissible under law and amounts to a violation of human rights. The GHRC has recommended authorities to refund Rs 1,12,680 deducted from the gratuity of retired Upper Division Clerk Bhagyawan S. Excise officials seized around 400 litres of liquor spirit at the Kankumbi checkpost on the Goa-Karnataka route. The spirit was concealed in cans and bottles inside a specially created partition of a BharatBenz six-wheeler. The vehicle and liquor, collectively valued at Rs 10.40 lakh, were seized, while two persons were booked under the Karnataka Excise Act. • Mapusa JMFC Court has granted conditional bail to Balaji Chavan, a Karaswada resident, who was arrested for allegedly outraging the modesty of a woman during a Dahi Handi programme at Khorlim. • The Goa State Election Commission has notified the delimitation of wards for the ensuing general elections to 11 Municipal Councils, including Mormugao, Margao, Mapusa, Curchorem-Cacora, Bicholim, Cuncolim, Quepem, Canacona, Valpoi, Pernem and Sanguem. • Gerson Gomes, through Adv.
