The High Court of Bombay at Goa has directed the Chief Town Planner (CTP) to conduct an immediate on-site inspection of the casting yard at Bainguinim, related to the four-laning of the Bhoma–Old Goa stretch of National Highway 748-4A (NH-4A). The court has asked the CTP to place the inspection report on record by the next date of hearing, October 28. The petitioners submitted before the High Court that the ongoing works along the stretch violate statutory planning regulations. According to the petition, the land under execution is designated as “settlement” land under the prevailing Regional Plan. The petitioners argued that the construction activity does not conform to Section 16 of the Goa Town and Country Planning (TCP) Act. The petitioners further asserted that the TCP Department has not granted any permission or No Objection Certificate (NOC) for carrying out works on the plot.
