The Goa government has wrapped up its extensive urban land survey and the updating of land records to issue urban property cards (UrPro) to landowners across the state. However, the ambitious initiative has encountered a significant roadblock, registering a dismal 5% response rate as landowners have been slow to submit their mandatory documents for card preparation.

Under the current framework, these urban property cards are opened for a crucial 30-day review period, allowing citizens to inspect draft records, raise objections, and submit necessary deeds. Officials noted that any disputes or discrepancies raised during this period are thoroughly investigated by designated inquiry officers. Depending on the inquiry findings or subsequent outcomes from formal appeals and civil suits : the final draft of the UrPro card is modified and officially issued.

The low participation rate has raised concerns among authorities, who emphasize that timely submission is vital for establishing clean land titles and preventing future property disputes in urban areas. Residents are being strongly encouraged to check their draft records and complete the verification process before the deadlines pass.
